The future of recycling in Portugal: targets, innovation and challenges up to 2030

A circular economy It has long since ceased to be an abstract concept and has established itself as a strategic priority for environmental and industrial policies in Portugal.

The linear model — produce, consume and dispose of — has become unsustainable in the face of the depletion of natural resources and increasing pressure on landfill sites and ecosystems.

In this context, recycling plays a crucial role, not only as a means of mitigating environmental impacts, but also as a source of inputs that feed into new production chains.

The second half of this decade will be decisive. The country faces the challenge of improving separate collection, modernising infrastructure, promoting technological innovation and raising awareness amongst citizens and businesses about more responsible waste management.

National context: the current state of recycling

Portugal has made significant progress over the last decade, although structural imbalances remain.

At European level, Portugal remains below average on several circularity indicators. According to the European Environment Agency Circular Economy Country Profilee – Portugal (EEA/ETC-CE, 2024), only 2.6% of the materials used in the country are recycled and reintroduced into the economy — a figure known as the Circular Material Use Rate (CMUR) — whilst the European Union average already exceeds 11.5%.

Despite these challenges, the country possesses significant strategic assets: experienced operators, emerging technology companies, green financing programmes and a legal framework that is increasingly geared towards waste recovery. Landfilling, however, remains high. Depending on the methodology used, national figures indicate that between 40% and 55% of total waste is still sent to landfill.

This situation underlines the urgent need to expand separate collection, improve sorting and promote the recovery of energy and materials from waste.

Targets and commitments up to 2030

O PERSU 2030 (Strategic Plan for Urban Waste) and the National Waste Management Plan (PNGR) set ambitious targets that are in line with European guidelines:

  • 60% on packaging recycling by 2030;
  • 55%: municipal waste recycling;
  • A reduction of 10% in the amount of waste sent to landfill compared with 2018;
  • Introduction of separate collection of bio-waste in all local authorities by 2026.

According to DECO, this collection service is only provided in less than half of the municipalities in mainland Portugal.

These targets entail a structural change in the way businesses, local authorities and citizens manage waste.

For the industrial sector, this highlights the need to rethink production processes, adopt recycled raw materials and invest in recovery solutions.

For operators, this requires digitisation, route optimisation and the integration of smart sorting and monitoring technologies.

Although challenging, the European objectives are achievable if accompanied by investment in research and development (R&D), technical training and cross-sector partnerships.

The circular economy could establish itself as a driver of economic growth, reducing dependence on imported raw materials and creating green job opportunities.

Technological innovation is the main driver of modernisation and sustainability in the waste sector.

Technologies based on artificial intelligence (AI), computer vision, collaborative robotics and the Internet of Things (IoT) are revolutionising the processes of sorting and handling materials.

In the most advanced recycling centres, optical sensors and hyperspectral cameras identify different polymers or metals with a high degree of accuracy, thereby increasing the purity of the recovered materials.

Sorting robots take over repetitive tasks, improving safety and productivity, whilst AI algorithms optimise logistics operations and anticipate waste flows.

Chemical recycling has been gaining prominence, with processes such as pyrolysis, solvolysis and depolymerisation making it possible to convert complex plastics back into their original raw materials.

This breakthrough reduces waste and enables the production of high-performance recycled polymers, strengthening the link between the circular economy and industrial innovation.

Portugal is following this trend, with several operators — including R3 Natura — investing in automated sorting lines and integrated digital platforms capable of processing growing volumes whilst consuming less energy.

Energy efficiency and process sustainability

Energy efficiency is another key area of innovation in the sector. Energy consumption accounts for one of the main operating costs at treatment and recovery facilities.

The installation of heat recovery systems, photovoltaic panels, optimised electric motors and microturbines has helped to reduce energy consumption and emissions.

Some sorting centres are already utilising non-recyclable waste for energy recovery, converting residual fractions into thermal or electrical energy through controlled and safe processes.

When combined with decarbonisation policies and real-time monitoring, these solutions make a significant contribution to meeting national climate targets.

Energy innovation is not limited to equipment; it also involves process design and management. Eco-efficiency models and life cycle assessment (LCA) help to continuously measure the balance between environmental impact, costs and productivity — guiding business decisions towards carbon neutrality.

Structural challenges: investment, education and regulation

Despite its growth potential, the sector faces a number of significant structural challenges. The initial investment in advanced technology remains high, and the integration of solutions such as robotics or chemical recycling requires industrial scale and specialist technical skills.

Another challenge is that of environmental education and circular literacy — amongst both consumers and industry professionals.

Incorrect waste sorting continues to undermine the efficiency of recycling, making it essential to step up training, public communication and community involvement.

Finally, a stable and predictable regulatory framework is essential, one that encourages investment and discourages landfill disposal.
Measures such as differentiated rates, tax incentives for innovation and European funding can significantly accelerate the transformation.

Achieving national and European targets will depend on the ability to mobilise investment, technical expertise and strategic vision.
